Medical Cannabis Oil Registration Applications for Patients, Parents, and Legal Guardians
Patients, parents, legal guardians, or registered agents can possess cannabis oil as outlined in § 54.1-3408.3 of the Code of Virginia after obtaining a valid written certification from a Board of Pharmacy-registered doctor. If you plan to apply for registration with the Board of Pharmacy and possess cannabis oil, you’ll need to have a written certification first.
As a patient, after you obtain a written certification to possess cannabis oil to adhere to §18.2-250.1, you can submit your online application to get a medical cannabis card (MMJ card), also known as a Virginia medical marijuanas card, from the Virginia Board of Pharmacy. To ensure you can possess cannabis oil legally, you’ll also need an unexpired valid written certification issued from a board-registered practitioner as well as a current active registration issued by the Board of Pharmacy. You can access the online registration application on the Virginia Department of Health Professions (DHP) Initial Applications site, and once you’re registered, you’ll keep it active with annual renewals.

As a parent or legal guardian of a patient who’s a minor or incapacitated adult, you’ll also need to obtain a written certification to possess cannabis oil legally. This involves submitting online applications for both the patient and the parent or guardian.
